Church's Ambigious Position

It seems to me that the Church's official position in regards to Galileo is very ambiguous. It does not seems to make sense for them to allow him to write about a theoretical astronomy based on heliocentric, and yet not be allowed to say that he believes the theory to be true. It is obvious that he would only present his theory to the public if he believed that it contained some amount of truth, or at the very least that he believed it explains celestial phenomena in a more simpled, correct manner. It seems that the Church's contention with Galileo is merely semantics. It would be one thing to interrogate him because of his theory and condemn him, but it seems inane to condemn him because he writes in such a way that it makes it appear that his theory is true and that he holds it as correct.
