Brahe's Account

I know there was still the conception, at the time of Brahe, that astronomy had a more descriptive than explanatory nature, however does Brahe offer an explanation as to why his is superior. Copernicus' seems simpler. Can Brahe give an account of why only the moon and sun should revolve around the earth, and why the rest of the universe revolves around the sun? He seems to be adding a level of complexity to Copernicus' system. Is this merely a 'save the phenomena" claim, or does he have a causal explanation as to why this would be more true than Copernicus' account?
