In The Great Instauration, page 73, Bacon Writes: "In like manner the discoveries of which have been hitherto made in the arts and the sciences are such as might be made by practice, meditation, observation, argumentation--for they lay near to the senses and immediately beneath common notions--but before we can reach the remoter and more hidden parts of nature, it is necessary that a more perfect use and application of the human mind and intellect be introduced."
What kind of development of the mind is Bacon referring to? Is he suggesting some sort of evolution of the mind that will come about through time, or can this application be brought about through conscious practice and concerted efforts?
